The pace bowler has taken 309 wickets in 71 Test matches with an stellar bowling average.
The Australian chief selector Bailey has stated that skipper Cummins will have a crucial role in the forthcoming historic rivalry.
Rumors had circulated that the 32-year-old might be unavailable due to a persistent back stress problem that had not yet healed.
Initial reports from team management suggested no official announcement had been made regarding his involvement, with the extended contest kicking off on the 21st of November in Perth.
He revealed that his recovery is on track and was "optimistic" about the prospects of participating.
"We know that time is getting short and there are permutations around that, not only the back issue, but other factors as well," the selector added.
"The outlook is good. There's strong faith that he'll participate in a major part. Ideally from the opening match. Otherwise, we'll reassess."
Previous Setbacks
The captain missed the ODI and T20 games against India and New Zealand recently after examinations confirmed a lower back issue.
There is a track record of back injuries, with setbacks in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in a short span.
Cummins stated he would be proactive in his approach in his comeback strategy to ensure his availability for the series.
Bailey noted that he did not know if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "getting tight" for him to recover fully for the first Test.
Alternative Arrangements
In case of absence, former captain Steve Smith will lead the side.
All-rounder Cameron Green was recently pulled out from the national team for their limited-overs matches against the Asian giants as a precautionary measure because of an abdominal issue.
He labeled it as a "slight concern and mentioned that Green will play in the Sheffield Shield, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into creating the schedule for him to take part for the first Test as an batting and bowling option," he elaborated.
"His involvement was limited to the initial matches regardless. The way he swings the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to adopt a safer strategy."
